INSTRUCTION
Electronic Information System (Networks)
Internet access is available to staff and students in the Central Kitsap School
District. The District believes the Internet offers vast, diverse, and unique
resources for both students and staff. The goal in providing this service is to
promote educational excellence in schools by facilitating resource sharing,
innovation, communication, and the development of information-literate students.
The Internet is an electronic highway connecting thousands of computers all over
the world and millions of individual subscribers. Through this service, staff and
students will have access to such things as:
1. Encyclopedias and online research services purchased by the District
and state.
2. Information and news from large resources such as NASA, the U.S.
Government, and educational organizations, with the opportunity to
correspond with scientists, government officials, and experts in many
fields.
3. Discussion groups on thousands of educationally relevant topics.
4. Access to university and public library computerized catalogs, the
Library of Congress, and to data banks such as the U.S. Census,
encyclopedias, and complete texts of documents.
5. Electronic mail communication with people all over the world.
With access to computers and people all over the world also comes the availability
of material that may not be considered to be of educational value. On a global
network, it is impossible to control all materials, and an industrious user may
discover controversial information. The Central Kitsap School District believes the
value far outweighs the risk.
Acceptable Use
Access to the Internet is provided to support the educational, informational, and
research needs of Central Kitsap School District staff and students and is a
privilege, not a right. The use of the Internet must be consistent with the
educational objectives of the District and must follow the prescribed acceptable
use procedures established by the District. Because Internet use also means using
the networks of other organizations, users must also comply with the rules and
procedures appropriate for those networks. Actions that may be routinely allowed
on one network may be controlled, or even forbidden, on other networks. It is the
user's responsibility to abide by the policies and procedures of these other
networks.

Students and staff accessing the Internet from a school site are responsible for all
online activities that take place through the use of their account. Any violation of
the efficient, ethical, and legal utilization of the Internet resources as determined
by the Central Kitsap School District may result in termination of the user's
Internet account and could jeopardize future access. District-provided Internet
access has not been established as a public access or public forum, and the
District has the right to place reasonable restrictions on the material accessed or
posted.
The following are considered inappropriate uses of the Internet:
1. Accessing and posting illegal material.
2. Harassment of any kind.
3. Creating harm to another person or organization.
4. Giving out personal information that violates personal safety, such as
revealing personal contact information about one’s self or another
individual.
5. Messages that contain profanity, obscene comments, expressions of
bigotry, racism, or hatred.
6. Accessing obscene (pornographic) material.
7. Accessing information that is potentially harmful or destructive, such
as directions for building an explosive device.
8. Copyright infringement or plagiarism.
9. Advertising products or services for personal gain or profit.
10. Conducting political lobbying.
11. Commitment of a computer crime.
12. Knowingly creating or spreading computer viruses.
13. Violating account security by giving out your account or attempting to
gain access to or use someone else’s account.
14. Committing actions that demand an excess of system resources, such
as sending chain letters and “spamming.”
15. Circumventing security measures on school computers, remote
computers, or networks.
16. Downloading files or software without teacher permission.
17. Students accessing Internet and Internet-provided e-mail for nonteacher-
assigned projects during the school day.
18. Playing games on the Internet.
19. Unauthorized use of "chat" rooms.
20. Any unauthorized student use of TelNet.

Training
Each Central Kitsap School District student who receives an Internet account will
be part of a required training session with a District staff member pertaining to the
proper use of the Internet, the use of District equipment, appropriate use and
means of accessing the Internet, Internet policies, and District e-mail policies.
Each Central Kitsap School District staff member who has or will receive an
Internet account can access the Electronic Information System (Network) Policy
and these guidelines on the CKSD web site, and is encouraged to avail themselves
of classes on using the Internet as a teaching tool offered by colleges, ESD 114, or
District-sponsored workshops.
Disciplinary Action
The District acceptable use procedures are applicable to all Central Kitsap School
District staff and students and refer to all information resources whether
individually controlled, student shared, stand alone, or networked. The
administration, teaching staff, or network administrators may request the denial,
revocation, or suspension of specific student user accounts with just cause.
Disciplinary action, if any, for students, staff, and other users shall be consistent
with the District's standard policies and practices. Where use of external networks
is involved, policies governing such use also are applicable and must be adhered
to. Violations can constitute cause for revocation of access privileges, suspension
of access to Central Kitsap School District or access to District computers, other
school disciplinary action, and/or appropriate legal action. Exact disciplinary
measures will be determined on a case-by-case basis.
Security
Security on any computer system is a high priority. Employees who identify a
security problem on the District network or any Internet network should notify a
system administrator or an appropriate District staff member. Any user identified
as a security risk or having a history of problems with other systems may be
denied access to the Internet. In order to provide better security:
1. Passwords
(a) All staff and students need a password to log on to the network.
(b) Passwords should have at least 5 characters. It is unwise to use
one’s initials, pet name, child’s names, favorite color, etc. for a
password. People guess those right away.
(c) Staff passwords should be changed at least once a year, but
quarterly is desirable.
(d) Do not share passwords.

2. Unauthorized Use
(a) Do not attempt to log on to a District LAN, WAN, or other
Internet host as a system administrator. Such attempts will
result in loss of user privileges.
(b) Any unauthorized use of the network must be reported to the
DIS immediately so DIS staff may assess the network for
damage.
(c) Students will only log in with their own login name and
password.
3. Confidentiality
(a) Staff should not allow students or volunteers to enter or to view
other students’ electronic grades or records.
(c) When DIS staff need to troubleshoot a user problem that
requires accessing/viewing a user’s desktop or files, DIS staff
will obtain the user’s permission to do so, unless directed to do
so by a District administrator.
4. Student Use
(a) Students will be monitored/supervised while on the network.
(b) All data is to be saved to the student’s individual home directory
or the share drive. Students are not to write to computer hard
drives.
(c) Students are not to install programs on hard drives or the
network.
5. Logout
(a) When staff leave their work area, they need to either use a
passworded screen saver or logout.
6. Backups
(a) Since network backups are not run on the weekend and
documents may be lost due to a network malfunction, any work
done on a weekend should be backed up with removable media
disks.
Copyright
In order to protect intellectual property rights and the continued availability of
network access, Central Kitsap School District Internet users shall adhere to the
District Copyright Policy/Procedure 2205/2205P. All communications and
information accessible via the Internet should be assumed to be private property
with the corresponding copyright. Computer software, including games and music
(MP3s), protected under the copyright laws will not be obtained or transmitted via
the network, nor will it be stored on any District computers without the express
written permission of the copyright owner and District permission. Non-copy
protected audio and video files for personal use should not be stored on the

District network. Staff can install LEGAL, original software that supports the
educational, informational, and research needs of Central Kitsap School District on
their desktop hard drive with the understanding that:
1. If something goes wrong, the computer will be restored to its original
state and user-installed programs will be lost.
2. Periodically it is necessary for technology staff to reconfigure
computers, and individually installed software will be lost and will
need to be reinstalled by the user.
Memory and Viruses
The amount of memory taken up on District servers and other computers must be
regulated. Many files downloaded from the Internet can be very large and memoryintensive.
To avoid having District networks slow down due to limited memory left
available for use, downloaded files will be purged as needed. Students and staff
will be responsible for copying files to removable media if there are items they wish
to retain. All files to be downloaded to a District computer or brought from home
have the potential for being infected with a computer virus and, therefore, must be
scanned for viruses. When staff are using the Internet, download files to a temp
file on C: drive. Next, immediately scan the download directory for viruses
BEFORE using the file. Do not directly download to a working area on the
network, e.g., H: drive or S: drive. Staff using laptops on the network need to
update/renew virus software yearly.
Network Procedures
1. Conservation
(a) Staff who are away from their workstation for 60 minutes or
longer should make an effort to turn off their monitor to save
energy cost.
(b) All computers and monitors should be turned off at the end of
each day unless the building has regular, scheduled
maintenance for that day.
2. Software
(a) Staff and students need to maintain directories containing
graphics and other large files. They take up a lot of hard drive
space on the network and should be deleted when no longer
needed.
(b) Programs may only be added to the network (server) by DIS staff:
(i) All server software must belong to the District.
(ii) There must be room on the file server to house the
program.
(c) All evaluation software will be installed at the DIS for testing
prior to being installed on a site network.

3. Hardware
(a) All of the networked hardware (student or staff) that was District
purchased is to remain on-site and connected to the network
within the site as appropriate.
(b) Computer or computer-related hardware is not to be taken out
of a school or work site for use elsewhere (i.e., home, etc.) except
for portable/notebook computers for very short time periods and
never permanently.
(c) All additions or removals of hardware to or from the network are
to be performed by DIS staff.
(d) District hardware may be modified or repaired ONLY by DIS staff
or authorized vendors. If you need help, contact your NS or the
DIS.
4. Removable Media (e.g., disks, CD ROMs, Zip disks)
(a) Take precautions to protect removable media when transporting
files.
(i) Keep out of the sun, hot cars, and other places where they
may be damaged.
(ii) Do not use post-it notes on CD ROM disks.
(b) Keep disks away from magnetic fields (top of monitor, paper
clips, metal cabinets, electric pencil sharpeners, etc.)
5. Computer System Maintenance
(a) When it is necessary for DIS to bring down a network during
working hours for planned maintenance, the DIS Director and
site administrator will approve the down time, and staff will be
notified in advance.
(b) Staff need to maintain their computer hard drive (scan, defrag,
disk clean up).
6. Problem Solving
(a) Help is available for hardware and software problems through
the Help Desk (1750).
(b) Staff are encouraged to submit technology issues through
SoloSubmit on their desktop.
(c) Help is not available on weekends. DIS staff and Building
Technology Coordinators should not be called at home after
District support hours, on weekends, or on holidays.
Privacy
Routine maintenance and monitoring of the networks may lead to discovery that a
user has violated the law or a District rule. Staff and students should be aware
that what they do on the Internet is not private.

Printing
Costs of printing Internet files, in terms of paper, toner/ribbon, and wear and tear
on printers can be excessive. For this reason, students will need to have
permission from the staff person directly responsible for the printing equipment to
print a document exceeding two pages in length.
Warranties
The Central Kitsap School District makes no warranties of any kind, whether
expressed or implied, for the Internet service it is providing. The District will
attempt to provide error-free and dependable access to technology resources.
However, the District cannot be held liable for any information that may be lost,
damaged, or unavailable due to technical or other difficulties. The District cannot
be held responsible for financial obligations arising from unauthorized use of the
network. The District specifically denies any responsibility for the accuracy or
quality of information obtained through its Internet services. Staff and students
who make unauthorized and/or inappropriate use of the Internet agree to hold the
Central Kitsap School District harmless.
The Central Kitsap School District reserves the right to log Internet use and to
monitor fileserver space utilization.
As additional staff and students become Internet users, and as the Internet
continues to evolve, these policies and procedures may need to be revised in
keeping with current best practices. Users will be advised of any changes.
Electronic Mail Procedure
The use of District e-mail by staff and students must be consistent with the
educational and informational needs of the District.
Staff access e-mail on their computer desktop. The District will offer an
introduction to e-mail class for new employees each fall. Students access e-mail
through their Internet account. To gain access to the Internet, students age 17
years and under must have the written permission of their parents and be
sponsored by a District staff member who will provide the student with training in
the use of District equipment, appropriate use, and the means of accessing the
Internet.
A. E-mail: Acceptable Use Procedures/Guidelines
1. All forms of electronic data (e-mail, all computer documents and files,
faxes, and voice mail) are District documents that may be retained in
the District system and/or stored on a backup tape and could be
required to be produced either through the Freedom of Information Act

or in a lawsuit against the District or any District employees. RCW
42.17 requires the District to provide public records on request.
2. Computers owned by and software licensed to the Central Kitsap
School District shall not be used to communicate:
a. Messages that promote or oppose a ballot measure or candidate
for political office, except as part of the bargaining agreement
with the District.
b. Messages that promote or oppose a religion.
c. Messages that promote a commercial venture or the sale, lease,
trade, or other transfer of goods or services for value on behalf of
a commercial venture.
3. Never use District e-mail for any purpose that violates federal or state
laws.
4. Never send e-mail to global groups (e.g., everyone, classified,
certificated) outside the site you are assigned to without prior approval
from the District-level administrator). Incidental sales or rental
property of staff such as, but not limited to, cars, boats, computers,
houses, garage sales are allowed, but subject to the decision of each
site as to how these will be handled (sent to that site’s everyone group,
staff bulletin board, or an e-mail group with staff choice of
membership, etc.).
5. Always be respectful of the rights of others. Do not send messages
that are abusive, threatening, harassing, defamatory, sexist, or
contain profanity, obscene comments, and expressions of bigotry,
racism, or hatred.
6. Use of e-mail must conform to existing Central Kitsap School District
policies and procedures.
7. Never conceal or misrepresent your name or affiliation to dissociate
yourself from responsibility for your actions.
8. Read and answer e-mail regularly, preferably daily.
9. Never use e-mail to transmit copyright or proprietary materials.
10. In matters of access to/privacy of e-mail:
a. Determine if there is a need to put something in writing.

b. Do not use e-mail to transmit nonpublic information; remember
that e-mail can be printed out and passed around or
electronically forwarded to others.
c. District e-mail is encrypted and is unreadable on the network
until it is received in the targeted mailbox. District technology
staff are instructed never to read, or assist other staff in trying
to read, anyone else’s e-mail unless required to by law.
d. Take precautions to maintain the integrity of confidential
information, especially that protected by law or contract,
including staff evaluations and student records.
e. Keep LAN passwords private. A password is the key to securing
the network area and e-mail. Do not share passwords.
Windows 95 users should put a password on e-mail.
11. Consider carefully who needs to know the information contained in the
communication and copy accordingly. In initial communications it
can be intimidating to copy a message to an employee’s evaluator
before approaching the person first to clarify the issue.
12. Do not give out personal information that could violate personal safety
or arrange to meet any person met through e-mail.
13. Never say anything via e-mail that you would not be willing to say
directly to a person or in a room full of people.
14. Understand that each external network has its own set of policies and
procedures. Actions that may be routinely allowed on one network
may be controlled, or even forbidden, on other networks. Staff and
students must adhere to all policies and procedures on external
networks they are accessing.
15. In order to ensure the efficiency of the District’s network resources
and e-mail system, all staff and students must:
a. Delete mail messages in the in, out, and trash boxes daily. The
number of messages at any given time in any of these boxes
should not exceed 200.
b. Save or print messages that need to be kept, realizing that the email
system is not an electronic filing system. Remember to
delete saved e-mail messages when they are no longer
necessary.
c. Never send “chain letters” or other acts that are wasteful of
computing resources.

16. It is permissible for staff to use e-mail for incidental personal purposes
that do not require substantial expenditures of time.
17. Students can only use e-mail for personal use outside of the school
day.
18. Students may not access listservs during the school day unless the
access is a part of a teacher assigned project.
B. Disciplinary Action
The use of student accounts may be denied, revoked, or suspended with just
cause.
It is important that staff and students be aware of the dangers of e-mail
misuse and that such misuse could have disciplinary consequences. These
acceptable use procedures are applicable to any Central Kitsap School
District staff and refer to all electronic communication resources. Where use
of external networks is involved, policies governing such use also are
applicable and must be adhered. Violations can constitute cause for
revocation of access privileges, suspension of access to District electronic

Dear Parent/Guardian,
The Central Kitsap School District has the ability to offer your child Internet
access. The Internet is a worldwide network of computers, offering vast, diverse,
and unique resources to both students and staff. Through the Internet, students
can explore thousands of libraries, databases, museums, and other resources.
Increasingly, many vital research sources available in school libraries are Internet
based. It is the intention of the Central Kitsap School District to provide an
Internet environment that is appropriate to the educational needs of students.
Use of the Internet is an educational opportunity that requires users to act
responsibly, ethically, and in accordance with network use guidelines. With
worldwide access to information comes the availability of some material that may
not necessarily have educational value. Even though we are using filtering
software, we cannot absolutely guarantee students will not locate this type of
material as they explore the Internet resources. We are asking for your assistance
in guiding your child in using the Internet wisely and according to District policy
and procedures. The student is responsible for his/her conduct on the Internet
and for following District guidelines. It is important that you and your child read
the District Internet policy and procedures documents and discuss them together.
Your child will be trained in the use of District equipment, appropriate use, and
the means of accessing the Internet. Any inappropriate use of the Internet account
or District computer equipment may result in the loss of the privilege and/or other
appropriate disciplinary action. Please stress to your child the importance of using
only his or her own account and password, the importance of keeping it private,
and that under no circumstances should your child let another person use his/her
account and password.
Please take time to sit down with your child to read and discuss the Internet policy
and procedures, and the Internet Acceptable Use Agreement. If you decide you do
not want your child to have Internet access, indicate this on the form and return it
to your child's school.

Internet Acceptable Use Agreement
1. The use of the Internet must be consistent with the educational objectives of
the District and must follow the prescribed policy and procedures
established by the District.
2. Any use of the Internet for commercial purposes is prohibited.
3. Users shall promote efficient use of the networks to minimize, and avoid if
possible, congestion of the networks and interference with the work of other
users of the network.
4. Any unauthorized use of the Internet for purchasing products or services is
prohibited.
5. Extensive use of the Internet by staff for personal communication is
prohibited. It is permissible for staff to use the Internet for incidental
personal purposes that do not require substantial expenditures of time.
Staff use of the Internet for personal communication must be minimal and
not interfere with their District work.
6. Any use of the Internet for private business, product advertisement, or
political lobbying is prohibited.
7. Use of the Internet for fundraising or public relations activities requires
District approval and will be limited to District-sanctioned activities.
8. Internet accounts are to be used only by the authorized owner of the account
and for authorized purposes. Account owners are ultimately responsible for
all activity under their account.
9. Internet users shall not intentionally seek information on, obtain copies of,
or modify files, other data, or passwords belonging to other Internet users, or
misrepresent other users on the Internet.
10. Internet users shall not conduct any activity that will disrupt the use of the
Internet by others; no attempt will be made to destroy, modify, or abuse
hardware or software of any Internet user.
11. Malicious use of the Internet to develop programs that harass other users or
infiltrate a computer or computing system and/or damage the software
components of a computer or computing system is prohibited.
12. Hate mail, harassment, discriminatory remarks, and other antisocial
behavior are prohibited on the Internet.

13. Use of the Internet to access or process pornographic material, inappropriate
text files, or files dangerous to the integrity of any network is prohibited.
14. Permission from the appropriate personnel must be obtained before signing
on to a listserv or chat room.
15. Internet users must monitor their mail listservs daily and delete unwanted
mail to avoid excessive use of fileserver hard disk space.
16. From time to time, the Central Kitsap School District will make
determinations on whether specific uses of the Internet are consistent with
the acceptable use policy and procedures.
17. The Central Kitsap School District reserves the right to log Internet use and
to monitor fileserver space utilization. It should be assumed that any
Internet activity is public with the District having the right to access, edit,
and remove any material that is believed to be unlawful, obscene, abusive, or
otherwise objectionable, including school-sponsored webpage publication.
18. The Central Kitsap School District reserves the right to remove a user
account on the network to prevent further unauthorized activity.
19. No one is to install software to or otherwise configure a network workstation
as an addressable Internet host. Only District-supported hosts are to reside
on our network.
20. Use of the Internet for unauthorized use of chat rooms or news groups is
prohibited.

harmless from any damages arising from improper use of the Internet by my
